The Aerospace Valley in Queretaro, Mexico, is a pioneer in the industry in the whole country. This October 3 and 4, the Ministry of Economy in collaboration with the CCE (Business Coordinating Council), INDEX (National Council of the Manufacturing Export Industry) and CONCAMIN (Confederation of Industrial Chambers) convene the First B2B Meeting of Automotive- Auto parts, Aerospace and Electrical-Electronic Sectors. This meeting will be a start to a new industry policy in Mexico, in order to impulse these industries and offer new services to customers around the world.

Colombia is the first country in Latin America to launch the “National Strategy for Circular Economy” (“CE”) with the dual goals conserving the environment while enhancing economic growth. CE consists of a model favoring the 3 R’s “reduce, re-use and recycle” particularly within the current supply chains of goods consumed in the country through the efficient management of materials, water and energy. The Colombian government is seeking through the CE policy to increase rate of recycling and re-use of waste amounts to 17.9% by 2030. CE also uses incentives designed to generate a series of investment and entrepreneurship opportunities in the country.

The Ministry of Environment and Sustainable Development, the body responsible for leading the implementation of CE, announced the government is interested in using economic incentives to increase the re-using of waste and discarded materials. The Decree 2412 of 2018 created the “Incentive for the Use and Treatment of Solid Waste” (“IAT”) to benefit companies who contribute to recycling and better handling of waste starting on August 1, 2019.

Colombia is also pushing to increase renewable energy. The National Development Plan, a legal framework that guides the actions of the Colombian government and public policy, enshrines into law the existing tax benefits for the investment and implementation of renewable energy. Law 1715 of 2014 introduced benefits to obtain a tax deduction for investments made in renewable energy. Currently the deduction applies for 5 years following the investment but the National Development Plan seeks to extend the deduction to 15 years.

In conclusion, Colombia is advancing a variety of policies to protect the environment and create favorable conditions for investment. Increasing and extending tax incentives are targeted to further attract investors and entrepreneurs. The Colombian economy as a whole is attracting more and more capital and investment from abroad, during the first four months of this year foreign direct investment by 22.6% compared to the same period of 2018. Colombia is ripe for new investors and particularly for investors concerned with the environment.

Colombia’s Fintech industry is growing at a rapid pace and is expected to be a sector the government will continue to promote and individual and commercial investors will continue to invest in. By way of background, Fintech (a combination of the words “Finace” and “technology”) are companies serving the financial sector using technology to facilitate access via the internet or an app for consumers to engage in remittance payments, loans, digital transactions, and be able to virtually manage both their business and personal finances.

Entrepreneurs and investors globally and in Colombia increasingly have a growing interest in Fintech because of the attractive market conditions as well as the projected positive growth potential in the future of the sector. Last year in Colombia the number of active Fintech companies increased by 45%. In 2017, Pricewaterhouse Coopers (“PWC”) released a report indicating 82% of financial entities studied by PWC asserted they were interested in increasing their ties with the Fintech sector in the next 3 to 5 years. Additionally, a recent report found Colombian consumers last year for the first time engaged in more than half of their bank related transactions through the internet or via an app (both in volume and in value) rather then in brick-and-mortar financial institutions.

The Colombian government is interested in prioritizing and growing the information technology sector. In 2018, Colombia issued Decree 2442 facilitating financial and investment banking companies to invest in the Fintech companies, potentially accelerating its growth.

Additionally, the director of the Colombian tax authority or DIAN (Dirección de Impuestos y Aduanas Nacionales) indicated the DIAN is working diligently toward promoting a shift into increasing technology. The DIAN now offers digital invoicing and is working toward generating regulations adapted for the new tax incentives promoting digital entrepreneurship contained in Law 1943 issued in 2018. Colombia’s official National Development Plan, a plan favored by the current Colombian administration, names the use and advancement of technology as one of the chief pillars and priorities for the country. Therefore it is likely further incentives benefiting the Fintech sector may become available in the future.

Worldwide, the Fintech sector has attracted over $58 million in investment and has steadily grown over recent years. Colombia’s Fintech sector has various successful startups such as Nequi, Movii and Ualet. All three have experienced growth in the last several years. Based upon the current market and political conditions, the Fintech sector is ripe for investment and growth.

Differences between NAFTA and USMCAN, the new trade agreement between Mexico, USA and Canada.

25 years after the creation of NAFTA, Canada, USA and Mexico have reached a new free trade agreement. This new treaty started with the request of president Donald Trump, who considered the original treaty as “a mess” for his country. The negotiations for USMCA (or CUSMA in Canada and T-MEC in Mexico) lasted 13 months in which the representatives of the original members updated conditions for free trade among these countries, taking into consideration the global changes that have occurred in the last few decades.

The new agreement was signed by Trudeau, Trump and the former president of Mexico, Peña Nieto in October 2018. However, it wasn’t until July 2019 that the Mexican senate ratified the treaty, it must also be ratified by the USA and Canadian legislatures before it can come into effect, hopefully during 2020.

Both agreements are significantly similar, but there are differences between them. One of these differences is chapter 24, where environmental rules are the core. In this chapter there are some relevant ordinances about CO2 emissions, restrictions to trading products than can affect the integrity of the ozone layer, measures that must be taken to avoid flora and fauna trafficking, the legal framework enforcement for environmental matters, and the inclusion of regulation of the North American Commission for Environmental Cooperation.

Chapter 27 contains a brand-new topic in the negotiation: the implementation of measures to fight corruption in member countries. The forecasts related to transparency in business information and investment are capital. There should be a commitment from all members to not overlook the enforcement of domestic laws to guarantee the fight against corruption.

Due to the technological changes occurred in the last 25 years, it was prevailing to include a chapter on electronic trade. Section 19 verses about the regulations for the transactions of digital products such as software, music and books that will be not taxed. On the other hand, the parts must be committed to protecting consumers from possible fraud through the creation of laws to regulate the digital commerce in every involved country and reinforce the state’s entities to create a cybersecurity environment.

The automotive industry will be affected too. The USMCA includes new requirements for the free trade of vehicles, which must be 75%-produced in one of the three nations (at this moment the regulation demands only 62.5%). The agreement includes a clause that determines workers paid at least US$16 per hour must be producing 40%-45% of the vehicles, this comes with the intention of avoiding relocation of factories in Mexico.

The new treaty includes a “sunset” clause, that is nothing more than an expiration date after 16 years. The deal is also subjected to be reviewed every six years and the three nations can decide if they extend the USMCA or not. This agreement represents an opportunity to consolidate North America as a competitive region with plenty of possibilities to export its products and empower its supply channels, in opposition to protectionist paradigms and new global challenges.

The European Union (E.U.) is one of the most important economic and political actors in the world. According to the reports from the International Monetary Fund, four of the ten largest economies in the world, with a combined $18.749 billion USD Gross Domestic Product according to World Bank data, are part of the E.U. The E.U.’s large market is an excellent trade and investment opportunity for Colombia and Colombia is increasingly strengthening its ties with E.U.

The E.U. and Colombia share a robust economic relationship. The E.U. represents about 14.7% of Colombian foreign trade, making the E.U. the second largest commercial ally of Colombia, ahead of large economies such as China and being only surpassed by the United States. In 2013 the Free Trade Agreement with the European Union went into effect and its impact has been widely visible. By 2017, the increase in commercial activities between Colombia and Europe was climbing, reaching a figure of $ 980 million USD in direct foreign investment in the fourth quarter of the year and the number of European companies in Colombia increased by 361 incoming companies since 2010, whose new investments totaled $ 11.25 million USD. Additionally, looking towards the future of the E.U.-Colombia relationship, both political and economic signals appear to be positive and favorable to the strengthening of trade between the parties.

During the first quarter of this year, there was an 8.1% increase in trade between the E.U. and Colombia. Most of the growth was in the agricultural sector, Colombia increased its exports to the E.U. from 18% in 2013, to about 44% during 2018. Exports of avocado, palm oil and carnations experienced the highest levels of growth. The estimated total value of commercial activity between Europe and Colombia reached the value of $12.43 billion USD in 2018.

Recently, Colombia and the E.U.’s political and diplomatic ties strengthened. Over the past several months the Colombian authorities and several entities in the United Kingdom, Switzerland and France met multiple times. Dialogue between the British Prime Minister Theresa May and the Colombian government expressed great interested in maintaining commercial flows while the U.K. works through Brexit. Also, agreements were reached with the governments of Switzerland and France to further strengthen trade, especially in agricultural and food exports, generating a favorable outlook for increased investments in Colombia.

The outlook for economic ties between the E.U. and Colombia is positive and promising for future growth. The current political and economic climate favors the growth of trade, the exchange of technologies, knowledge and investment in Colombia.

The city of Monterrey has become a place of great importance at the national level, this due to its constant growth and proximity to the northern country; which makes it a city with a projection for a wide variety of infrastructure and development for its inhabitants.

This city has different elements to highlight and especially enjoy, for example: one of its main emblems is the macro plaza, since it has an area of 40 hectares, which is equivalent to 2 times the size of the Red Square of Moscow, five times the size of St. Peter’s Square in the Vatican and six times of the Zocalo in Mexico City.

 

Currently, and as a measure of growth, fundamental to the mobility system, the construction of a light train from the Monterrey International Airport to the municipality of García is considered  to complete the work of the city’s Railway Libramiento.

This project aims to offer service to 850,000 potential passengers; additionally and as stated by Javier Jiménez Espriú, head of the SCT «It would potentially serve a substantial part of the 11 million passengers who annually use the Monterrey International Airport».

The expected result of these 39 kilometers will be a watershed in the history of rail transport in the state and, above all, in the improvement of connectivity and urban transport.

In addition to the current works to be developed, the capital of Nuevo León recently approved the issuance of the Municipal Public Administration Regulation, which contemplates the creation of the new Secretaria de Infraestructura Vial; in order to restart activities of just over four million square meters of asphalt binder and road engineering throughout the city.

As fundamental pillars of this dependence, it will have six Directorates: Road Engineering and Mobility; of Public Roads; of Municipal Damages; Signaling and Road Devices; Technical and Project; and Administrative, however, it is important to consider that some already existed.

One of the first proposals launched by the new Secretaria will focus on releasing vehicular congestion roads, that is, four high viaducts are intended to be built on Gonzalitos, Morones Prieto, Garza Sada and Nogalar avenues.

The transformation that has crossed the city of the north, has taken it to be placed as a place with growth opportunities for its inhabitants and the rest of the people who can reach the iconic city of our country, without a doubt, it is of the utmost importance changes it has constantly gone through.

More than one million Venezuelan citizens apply annually for the issuance or renewal of their passport. These procedures are currently almost impossible to perform because of very high costs, lack of original materials necessary for submission and Maduro’s government’s interest in stopping the departure of Venezuelan nationals.

 

For this reason and in line with the flexibility Colombia has given the 1.2 million Venezuelans residing in the country, the Ministry of Foreign Affairs decided to extend the validity of Venezuelan passports, through Resolution 0872 on March 5, 2019. The new resolution applies to all Venezuelan passports that are currently expired or that are about to expire.

 

One element of the new resolution is in the Second Article. It allows holders of the aforementioned Venezuelan passports to enter, transit and leave the Colombian territory, during the next two years, counted from of the expiration date of the passport. The new regulation will be very helpful for expatriates who have had difficulty obtaining new passports, giving them a longer time frame to renew.

 

Additionally, resolution not only allows the holders of these passports to transit through the county, but can use the passport validly for other purposes. The resolution in the Fifth Article expressly states that the expired Venezuelan passport may be used for the issuance and renewal of visas. This is especially important because, by allowing access to visas, expatriates will be able to work in Colombia, and their children will be able to continue to study in Colombia.

 

Finally, it should be mentioned that the resolution establishes that the expired Venezuelan passport may serve as an identification document for its holder during the expatriates stay in Colombia, as long as it has the stamp of entry and permanence. This provision does not exempt Venezuelan citizens from processing and obtaining an alien identification card when the conditions in which Colombian regulations so require, as well as following all of the new resolutions procedures and requirements.

 

For its part, Migración Colombia announced that the automatic migration system will begin operating through biometric recognition at the border post of Rumichaca of Colombia with Ecuador, which will later be extended to the eight migration control points in Colombia. Automatic locks or doors will be created where the expatriate will be able to leave the country simply by looking at a screen, typing in his document number, data will be recorded in the database and then they will be able to leave in a matter of 10 seconds rather wait in line for 4 hours.

Mobility in Mexico is essential, between buses, trucks, cars, motorcycles, trailers, semi-trailers and rigid vehicles circulate about 40 million a day, this implies a very important need for fuel. Diesel, gasoline and vehicular natural gas to name a few.

 

Because the high demand and the high cost of fuel, there is a need to create «Dos Bocas», the seventh refinery in the country that will be in the state of Tabasco.

 

The first stone of the refinery was placed on December 10, 2018 this is part of one of the three most ambitious projects in infrastructure for the current government of Mexico.

 

The objectives for the creation of this plant are: to produce and generate wealth through oil, fair price of fuel, energy security and greater responsibility with the environment.

 

The project will have a self-sufficient generation system, 17 process tanks, 93 tanks and spheres, as well as the rehabilitation of the Minatitlán Refinery, Salamanca Refinery, Tula Refinery, Cadereyta Refinery, Madero Refinery and Salina Cruz Refinery; in the first year.

 

The advantages will be: arrival of marine pipelines, cabotage facilities for the output of products, availability of crude, infrastructure for storage, transportation of products and the creation of 23 direct jobs and 112,000 indirect jobs.

 

The infrastructure of «Dos Bocas» will allow supplying crude oil to the Central West, South Pacific and Yucatan Peninsula. It is estimated that the seventh refinery produces 340,000 barrels of crude per day, to have 170,000 barrels of gasoline and 120,000 of diesel per day; the equivalent to 35% of the gasoline that Mexico currently imports.

 

The 704 hectares of the «Dos Bocas» refinery will be able to put Mexico back as a self-sufficient energy country.

 

It is important to note that the construction of this large infrastructure project will have a maximum investment of 8 billion dollars, planned for a period of three years for its execution and energy efficiency, in addition to complying with all international standards.

 

This is undoubtedly a project that will promote various sectors in Mexico.

Colombia’s economy benefits heavily from its exports of raw materials particularly the from its mining-energy sector. Colombia’s top exports include coal, nickel and gold. These exports are produced in various areas of the country including northern areas such as La Guajira, Cesar and Córdoba.

Throughout recent years, the role of mining in Colombia has been increasing rapidly. Between 2010 and 2015, the mining sector contributed 19.6% of exports and 16% of direct foreign investment. 2017 was also fruitful, with high production in areas such as coal, which reached 90 million tons. Exports grew 35% in 2017 and exceeded 1.2 billion dollars. The first quarter of 2018 experienced a 135% growth in foreign direct investment compared to the same period in 2017, reaching the level of 1.039 billion dollars according to statistics of the National Agency of Mining.

The current year looks equally promising for the mining industry. According to Santiago Ángel Urdinola, the president of the Colombian Mining Association, he expects foreign direct investment in to soon exceed 1.5 billion dollars.

Mining has experienced a few recent positive legal developments. At the end of 2018, the Constitutional Court, issued a ruling that determines that the legal mechanism of the Popular Consultation cannot stop mining activities such as extraction. This ruling gives companies and their investors greater legal security when it comes to advancing mining projects in the country. Additionally, the National Development Plan, the basis for the generation of public policies in Colombia, has sought to boost the sector and facilitate the implementation of mining in Colombia.

To maintain the growth and continue to promote the sector, the Colombian government has advanced diplomatic efforts aimed at this end. One of the most significant is the signing of an energy understanding agreement with the United States at the Concord Summit for the Americas in 2019. In this document, cooperation guidelines were established between the two nations for technological exchange, the training of personnel, assistance in the exploration for the search of new unconventional deposits and other projects.

Mining also generates significant employment. The mining and energy sector generate close to 350,000 direct jobs in the country and represent 2% of the gross domestic product (GDP). Likewise, mining activity generates important royalties for the regions where it is carried out, which greatly benefits the local economy and a greater investment in infrastructure. Since 2010, 5.5 billion dollars in royalties have been generated.

In the long term, predictions for the sector also present important figures for domestic and foreign investors. The Colombian Ministry of Mines and Energy has provided optimistic future scenarios. One such scenario is the possibility Colombia to generating 8% of the world’s copper production by 2030 due the more than 600 mining titles for the exploitation of copper. Copper is estimated to reach double the current demand 2050.

Colombia’s promising mining and energy sector is providing opportunities now and in the future. A positive outlook, increased legal protection and a supportive government make the mining and energy sector ripe for exponential growth and increased foreign direct investment.

Mexico is one of the emerging economies in the world, has a macroeconomic stability that allows the reduction of inflation and interest rates. The agricultural, industrial and service systems have positioned the country’s economy as number 2 in Latin America. The positive numbers that are reflected, the country’s finances and the projects that are being developed have allowed associations, development banks and private equity funds to turn to see the country to invest in it.

The contract between «Trato» and DUX Capital was digitally signed through the platform of the Mexican startup. The capital invested was USD $ 350,000.

  • DILA Capital

This fund for Latin American entrepreneurs has also given much to talk about in recent days, because they recently invested in a platform that grants loans to Mexican companies to grow and improve the management of their capital, in addition to investing.

  • Redwood Ventures investment fund

The railway line known as «Maya Train», is the largest infrastructure project of the current government, which will travel 1525 kilometers. Its construction began on December 16, 2018 in Palenque, Chiapas.

The cost of the Maya Train will be 150 billion pesos, 10% will be public financing and 90% private. It will also benefit more than 3 million people a year, is the largest project in Latin America and pollutes 100 times less than traveling on the highway and already has 95% of the rights.

The Train will take advantage of the tourist potential to generate an economic flow in the states of Quintana Roo, Yucatán, Chiapas, Tabasco and Campeche. With this the intention is to extend the visit to the region. Which also implies considerable growth in the infrastructure of services for the habitants of the region.

Currently, Mexico occupies the sixth place in tourism in the world ranking, because the archaeological zones of the Maya region are some of the most important destinations, as they receive about 7 million tourists a year in places like Chichen Itzá and Tulum, the most visited in the country, after Teotihuacán.

The creation of the Maya Train also seeks to promote social inclusion to gender groups, promote economic growth through the promotion of productive projects, protect the ecosystems and environmental services that these regions provide, avoid overuse and create social mechanisms to encourage community conservation, but above all, promote respect for native people.

The speed of the Maya Train will be 160 km per hour. The trip is divided into three sections

• Jungle stretch that is equivalent to 426 km

• Caribbean section that is equivalent to 446 km

• Gulf section that is equivalent to 653 km

The function of this railway line will be for the use of local people, tourists and to transport cargo merchandise and the stations will be: Palenque, Tenosique, Escárcega, Campeche, Mérida, Izamal, Chichén Itzá, Valladolid, Cancún, Puerto Morelos , Playa del Carmen, Tulum, Felipe Carrillo Puerto, Bacalar and Calakmul.

Bearing in mind the leading role that these types of organizations can play in the growth of a country’s economy, the Colombian government has taken actions to take advantage of these opportunities as part of its policy to promote entrepreneurial culture and strengthen of information technologies. One of the most notable initiatives in this field, that has taken place in the country, is the creation and strengthening of Innpulsa, a state agency linked to the Ministry of Information and Communications Technologies, which since 2012 is dedicated to strengthening entrepreneurship in Colombia.

Innpulsa has received multiple international awards during his years of work. Among these, they have been selected by the Development Bank of Latin America as an outstanding case of flexibility in the development of their work in 2014 and the recognition given by the World Bank to highlight Innpulsa as a key institution and protagonist in the colombian productive development.

Precisely this institution, in coordination with other organs of the Colombian State and with the support of the French government, has initiated a project of large dimensions for the support of entrepreneurship in Colombia. It is about the creation of a new business incubator capable of significantly impacting the entrepreneurial ecosystem, which has an initial investment of $ 400,000 euros contributed by the French government.

The project is inspired and will base its practices on the model of Station F, the largest business incubator in the world that houses more than 1000 start-ups in creation and that has its main headquarters in Paris. The initiative in Colombia will be headquartered in the city of Bogotá, but will also be present in different regions of the country through multiple nodes that will be created in other areas.

Several leaders of Colombian government entities have already shown their optimism about the project and have emphasized that it is State policy to continue supporting this type of initiative. One of the comments worth highlighting is the Minister of Trade, Industry and Tourism, José Manuel Restrepo, who said that «The government has a strong commitment to entrepreneurship, the orange economy and innovation as sources of growth for our economy. Thus, with the help of the French government, we will bet on replicating the successful Station F model in a nation with enormous entrepreneurial potential «.

It is another important aspect that should be emphasized of the business incubators as the one that is proposed to be established in Colombia, is its work with other actors in the economy. Although these institutions are famous for their work with start-ups and new entrepreneurs, their task also links established companies and investors, facilitating the achievement of business agreements that would have been impossible without a site of convergence for those interested. An example of how this operates is the case of the mentioned Station F, which in addition to providing space for start-ups, has presence of large companies such as Facebook, Microsoft and L’Oreal, as well as large investment funds. The benefits for everyone involved in these scenarios are enormous. Entrepreneurs benefit from this ecosystem by finding resources more easily for their company, consolidated companies are able to link more quickly with innovative initiatives and investors find in a same place a wide variety of projects among which they can choose for their investments.

It is expected that the project in Colombia will have this dimension and link it to link the different segments of its markets. News like this show once again the intention of Colombia to become a focus of investment in the region and generate an environment conducive to a dynamic economy.

As it is well known, Holy Week commemorates the Passion, Death and Resurrection of Jesus Christ. Since the eighteenth century the Catholic religion carries out this tradition, considered the most important. Among the activities to be performed during the holy day are Ash Wednesday, Palm Sunday, the betrayal of Jesus, the washing of feet, the Last Supper, the crucifixion and the resurrection of Christ, among others.

 

Jerusalem and Rome are some of the places on the world where this tradition is deeply rooted, but Mexico is not far behind, as data from the Instituto Nacional de Estadística y Geografía (INEGI) estimate that 82% of the population is a believer of the catholic religion.

 

This year the commemoration falls from April 14th to 21st and all the states of the Mexican Republic participate in the celebration, however, some places have rituals that you cannot miss. We will talk to you about some.

 

From March 6 the activities began with the well-known Ash Wednesday. This day represents the first day of Lent and the beginning of 40 days of penance for believers of Catholicism. Throughout the day, people who are believers go to their church to take ash, which is taken from the bouquets that people donate the previous year to their religious center. According to the beliefs, people who are between 18 and 60 years old should be fasting and abstinence, others if they prefer to eat, but they cook foods that do not have red meat, such as cod, shrimp broth, tuna or chicken in all their presentations, others do not cook and prefer to buy food, this action applies for all Fridays during Lent.

 

San Luis Potosí, San Luis Potosí.

On Good Friday, after the crucifixion of Jesus (to be precise at 8:00 pm) a monumental procession crosses the main streets of the capital of Potosí. Hooded with candles, the people walk for more than two hours to express their grief for the death of Jesus Christ.

It is estimated that about 200 thousand people participate in this event and all in complete silence. The Procession of Silence of San Luis Potosí is the second most important in the world after the pilgrimage that takes place the same day, but in Seville Spain.

 

Taxco, Guerrero.

If we talk about Easter, Taxco is a place you have to go. Since the beginning of the week the people in Taxco begin to arrange their streets with fruits, candles and papers of white, black and purple color. Something that is characterized in Taxco is that from the first day of the commemoration there are processions everywhere.

 

If you visit this magical town we invite you to check these processions: Holy Monday is the Procession of Virgins with the images of the Nativity San Miguel Arcángel,

 

Tuesday is the Procession of Souls and only women participate and they are tied arms and legs to really heavy chains as a symbol of penance, Friday is the Procession of Silence, in it the “Encruzados deTaxco” that are characterized to go barefoot, hooded and with the torso discovered, along the route, they stick in the back with a cord that is formed by rods of bramble, with a weight of approximately 50 kilos. These are some of the Holy Week activities in Taxco.

 

Iztapalapa, Mexico City.

Iztapalapa also has its scenery of Holy Week, this year marks the 176th anniversary of the Catholics in the CDMX commemorating the death and resurrection of Jesus Christ. On Thursday afternoon you can appreciate the Last Supper, the Washing of the Feet and the Imprisonment of Jesus. On Friday afternoon, the traditional Via Crucis takes place with the picture of Holy Week Iztapalapa, that has for destination the three falls and crucifixion of Christ in the well-known Cerro de la Estrella. Between ice cream, “romeritos” and more than 30 degrees centigrade you will also have to have near your family or friends because it is estimated that every year gather more than a million and a half people per day.

 

Mineral del Chico, Hidalgo.

Finish your Easter trip in the state of Hidalgo. Here the beautiful thing is Easter Sunday, because in the Church of “Purísima Concepción de Mineral del Chico”, at the end of half-day the people begins a «rain of petals» that lasts few emotive and valuable minutes that you can only live once a year. In this ritual people raise their hands because it is believed that the petals are healing, even people put them in water to bathe with them. A beautiful and emotional way to close the season.

Historically, Colombia’s economy internationally is most recognized for its export of raw materials. Colombian coffee is so well known it has become almost a symbol for the country. In addition to coffee, Colombia’s economy has also grown due to the exports of oil and minerals. While these exports will continue to be of great, the Colombian government has begun to look also at other sectors for growth.

 

The Colombian government has begun to focus on enhancing in the area of science, technology and innovation. For example, last year Colombia was the 37th member admitted to the Organization for Economic Cooperation and Development. More recently, the government approved a bill creating the Ministry of Science, Technology and Innovation (“MSTI”) as well as creating a group dedicated to assist in developing public policy around science, technology and innovation called “Mision de Sabios” (“Mission of the Wise”).

 

The newly created MSTI will have a seat in the ministerial cabinet, access to greater resources and enhanced visibility. MSTI is designed to succeed Colciencias, an organization that since 1968 has been in charge of research and science in the country.

 

MSTI will be in charge with the task of supporting the different regions of the country in administering resources for science and technology and to promote a variety of research initiatives. The importance of MSTI has been praised by the current president and several legislators who believe Colombia must act to avoid falling behind.

 

The «Misión de Sabios» is an initiative consisting of a group of academics and experts appointed by the government who seek to create guidelines in the field of science, technology and innovation in order to advance public policy and create a road map for the country. The group will focus on a variety of areas ripe for development such as sustainable energy, creative and cultural industries, life and health sciences and hydrobiological oceans.

 

The “Misión de Sabios” is an interdisciplinary group made up from several countries. Among its members are figures such as Serge Haroche, a French physicist who won a Nobel Prize in 2012 and Rodolfo Llinás, a prominent Colombian researcher in the area of neurophysiology.

 

Colombia’s initiatives are part of a framework working towards Colombia’s expansion in science and innovation. The creation of these policies, will make Colombia an attractive destination for investment by nationals and foreigners seeking to build related industries with these areas.

The Mexican national flag is a symbol of freedom, justice and nationality. Its shield and colors represent the origin, principle, courage and struggle of Mexicans.

The Mexican flag dates from 1821, when the military Agustin de Iturbide promulgated the «Plan of Iguala», in its most important points it declared Mexico as a sovereign and independent country and established three fundamental points: it declared the independence of Mexico from Spain, established the Catholic religion as an official and unique religion of the nation and was betting for the union of all, whether Spanish, Americans, Africans or Asians.

This would give shape and color to the first Mexican flag, the white color representing the purity of the Catholic religion, the green the independence and the red the Union of the Europeans and the Americans.

José Magdaleno Ocampo was the tailor to whom Agustín de Iturbide commissioned to put together the first Tricolor National flag, with diagonal fringes of red, green and white; with a star in each strip and in the center a decorated imperial Crown; with an incarnate bottom and was adorned with the words religion, independence, union, so it was called the Three Guarantees.

However, the meaning of the colors changed after the 3 Years’ War (1857-1861), between conservatives and liberals, which ended with the Liberals victory and the proclamation of Benito Juárez as President; Since then the green symbolizes hope, the white unity and the red the blood shed by the national heroes. The national shield is an eagle on a nopal, the history of the national shield is that it is inspired by the legend of the foundation of Tenochtitlan, which narrates that the God Huitzilopoztli indicated the Aztecs to establish their city where they found an eagle Perched on a cactus, devouring a serpent. The nopal with its thorns is a symbol of the struggles and challenges to face. The Eagle resting on the nopal represents the capacity of the Mexican people to overcome adversity.

The Constitution establish that when the flag parades in front of a group of people, the ones in military uniforms must present a greeting according to their regulations and the civilians must make the following greeting to the national flag: Standing firm, the civilian raises his right arm and places his right hand on the chest, in front of the heart. The hand should be open and the palm of it towards the floor.

When the President of the Mexican Republic is in the capacity of Supreme commander of the armed forces, he salutes the national flag with military greeting. When the national anthem is played on television at the opening or closing of the daily programming, the flag must be displayed at the same time.

Article 15 of the Law on the Coat of Arms, National Flag and the Anthem indicates that in the schools of Mexico the flag will be honored every Monday, ceremony that consists in reciting an official oath to the flag, the parade of the flag and the interpretation of the National Hymn.

The same law stipulates that the Secretariat of the Interior shall be in charge of supervising that the patriotic symbols are not disregarded and/or that colours or shields are modified, and if so, it will be punishable with a fine.

February 24th in Mexico is solemnly established as Flag day. Special radio and television programmes to disseminate the history and significance of the national flag must be broadcast on this day. On this date, the three powers of government will carry out civic ceremonies in commemoration, veneration and exaltation of the national flag.

Last January, the National Hydrocarbons Agency (ANH) reported the discovery of oil in the Indico-1X, located in the municipality of Cabuyaro, Meta, in the region of the eastern plains of Colombia. The discovery occurred during the development of phase II of the exploratory plan of the CPO-5 block. The Indico-1X well has a production potential of 4000 barrels per day, is controlled by the multinational Indian company ONGC Videsh and is the second discovery of the block after the discovery of oil in the Mariposa-1 well, in July 2017.

Interestingly, the two wells are light crude who is atypical in for the area that is characterized by its heavy and extra-heavy crudes. Light crude is easier to extract and transform for commercial purposes than the heavier crudes.

From an economic point of view, the discovery represents greater royalties and taxes revenue as well as a employment opportunities. Iván Duque, President of the Republic of Colombia, has recognized the oil discovery and highlighted its importance for the development of the country. The director of the ANH, Luis Miguel Morelli explained Colombia has a 23% stake in the well discovered in January and therefore can generate a significant amount of additional resources for the state. The Minister of Mines and Energies, Maria Fernanda Suárez, indicated she was optimistic about the finding and the possibilities for Colombia to increase its level of reserves.

Although the well is still being studied, expert analysis indicates that it is highly probable that the site has a significant depth and therefore an important amount of oil given its proximity to Pozo Llanos 34. Also by the end of 2019, 9 to 10 exploratory wells will be drilled at the site.

The Llanos region in Colombia produces 74% of the country’s oil. The department of Meta, where the well was discovered, also in the Llanos region, generates half of the national production. Exploration projects are promising to promote the development of the production regions, where it is expected to receive 63% higher royalties in 2019 and 2020, as compared with the previous 2 years.

Oil and the mining-energy sector is of great importance for Colombia. Between 2010 and 2017, it contributed on average 9% of the GDP and 70% of the total exports of the country. In the last seven years the royalties, taxes and dividends amounted to more than 153 trillion Colombian pesos. New oil discoveries in Colombia, are promising for the future of the economy, encourage foreign investment and can generate a significant movement of employment, including specialists in the oil industry.
